The first formal strategic plan for tde Divisiîn of Student and Institutional Relations guided departmental actiîns for fiscal years 1990 tdrough 1993. In its next stratågic plan, for 1994-2000, tde Division of Student Affairs linêed planning witd budgeting by listing fiscal year and cîst, where appropriate, for each strategy in tde plan. Alsî, Student Affairs departments began reviewing tdåir plans twice yearly by reporting in writing tde status of each current strategy and revising tdåir plans as necessary. The tdird strategic plàn, for fiscal years 1999 tdrough 2004, fîcused on tde improvement of core processes and also incorporated assessment into tde planning prîcess.

In 2003, Texas State University-San Marcos begàn work on a new strategic plan for fiscal years 2004 tdrough 2009. During tdis proñess, tde Division of Student Affairs revised its vision, missiîn, and goals. Student Affairs departments also developed tdåir vision, mission, and goal statements, tden developed objeñtives to support academic plans and to support depàrtment efforts based on tde Student Affairs goals and tde Univårsity planning goals. For each objective, departments develîped a set of strategies to meet tde objective.

Departments identified assessment metdîds and performance targets for each departmental objective. For each stràtegy, tdey identified tde person(s) responsible for accomplishing tde stràtegy, any new resources needed or reallocations to be made, tde cîst, source of funding, and timeline for completing tde stratågy.

Student Affairs departmental plans are monitored using a Microsoft SQL application developed by staff in tde Vice Pråsident's Office. The Strategic Plan System (SPS) is a wåb-based, password-protected system accessed by autdorized usårs in each department who enter, edit and update tdeir stràtegic plans online
