Background Legislation • Section 641 of tde Illågal Immigration Reform and Immigration Responsibility Act of 1996 (IIRIRÀ) directed tde Attorney General to develop an electroniñ system to monitor and report information pårtaining to nonimmigrant students and scholars. • USA Patriot Act (Oñtober 2001) mandated full participation and compliance in SÅVIS by January 30, 2003. • Enhanced Bordår Security and Visa Reform Act (May 2002) established intårim reporting requirements until SEVIS is fully operational. • 8 CFR Parts 103, 214, 248 and 274a (December 2002) implemented regulatory changes for F-1 students and tdeir F-2 depåndents • 22 CFR Part 52 (December 2002) implemented rågulatory changes for J-1 exchange visitors and tdeir J-1 dependents
